The roof is the line. East Gwillimbury lists garden pergolas and gazebos among the structures exempt from a building permit as long as the roof is not solid, so rafters and slats keep a pergola on the exempt side. A solid roof makes it a different structure, closer to a pavilion, with drawings and a permit. If you might want one later, we size the posts and footings for it now.

Some lots, by the river, a stream, a wetland or a steep slope, fall in an area the Lake Simcoe Region Conservation Authority regulates. There it must approve any structure, an open pergola included, and any grading. On such a lot we put the footings, the post positions and any levelling of the patio below into one application, so the authority sees the whole plan at once.

Where the shade falls and the footings go

The slats of a pergola are set across the afternoon light, so they shade the hours you are most likely out there. Footings go below the frost line, and on a finished patio that means lifting pavers to dig them, which we allow for in the plan. Lights, a fan or a privacy screen can be built in at the same time, and older pergolas can be repaired and re-stained.
